United States District
Court, District of Guam, July 2001- November 2003.
The District Court
of Guam has United States federal jurisdiction over civil,
criminal, bankruptcy, admiralty and tax cases. Because of its
location and investment climate a high percentage its cases
involve issues of international law and claims by international
parties involving significant financial interests.
As the Court
Attorney for the Chief Judge, I was responsible for insuring
that all papers filed and actions taken by litigants and the
Court were in compliance with the law.
I independently
researched and authored numerous bench memoranda for the Chief
Judge, which summarized and analyzed the litigants’ filings.
I was the Chief
Judge’s confidant and counsel during his decision making process
in most cases. Thus, I drafted numerous court orders regarding
these cases which were usually adopted by the court with little
or no revision.
As the Court
Attorney for the Chief Judge, I managed the other five Court
Attorneys, as well as, another seven court employees. I
distributed and prioritized their work loads and made all final
decisions regarding scheduling matters. I also was the final
decision-maker in all court administration matters which did not
require the Chief Judge’s attention.
I organized and
managed both the 2002 and 2003 Guam Bar Association Conferences,
as well as the 2003 South Pacific Judicial Conference. I also
gave legal presentations at all three conferences.
I was also
primarily responsible for the preparation and management of
trials assigned to the Chief Judge, as well as, for drafting any
rulings regarding the trials. Each and every trial was a high
pressure, time sensitive project.
I solicited,
scheduled and orchestrated case settlement conferences. I
attended each conference and worked closely with the presiding
judge, evaluating the parties’ postures throughout the
proceedings and discussing strategies to bring them to a final
agreement. We successfully settled seventeen cases during my
tenure as Court Attorney.
I served as the
Court Attorney for the United States Court of Appeals for the
Ninth Circuit 2002 Saipan Appellate Session Panel which included
the Ninth Circuit Chief Appellate Judge and I drafted the
opinions that were adopted by that panel. I also served as the
Court Attorney for visiting District Judges, and quickly adapted
to the different personalities and requirements of each judge.

I organized and
managed the organization's 1992 annual conference and arranged
for the Nobel Peace Prize Laureate, Rigoberta Menchu, to deliver
the key note address. I also coordinated fund-raising
activities and I delivered public education lectures.
I N T E R E S T S
I enjoy learning
languages other than English. I speak, read and write French. I
also have learned to read Latin, Greek and Hebrew. I am
currently learning to speak, read and write Thai and have
already attained an intermediate fluency.
I am also
fascinated by cultures other than my own. I have traveled
extensively throughout Central America, Europe, Africa, the
Middle East and, most recently, the South Pacific Islands and
South-East Asia. I have also benefited greatly from longer term
submersions in other cultures, having lived for almost two years
in both France and Guam.
