In the modern world today, our daily lives have engaged much in
various dimensions of measurement at different places, either at homes, in
markets, factories, or laboratories, especially in science and technology.
Measurement plays essential role at every stage of technological activities such
as research, development and quality control both in production process and
product testing
The measurement has been found firstly recorded in the history at least 3,000
years ago and the system has been gradually developed simultaneously with the
continuing evolution of science, technology, and culture. Hence, the measurement
is recognized as a fundamental principle of the state of the art and science in
all kinds. In the field of science, it is viewed that, without an accuracy of
the measurement, the knowledge of science will never exist in the world.
The important purposes of measurement lies in the aspects of its precision and
accuracy with no error. However, elimination of some errors in the measurement
seems naturally impossible. Therefore, it is necessary to concentrate the study
on metrology and the science of measurement which relates to the nature of
measuring system, in order to gain the highest accuracy in measurement. The
measured outcome ought to be traceable to the established standard or certified
material which internationally recognized.
In 1988 (B.E. 2531), Thai government has been supported by the USAID fund from
the USA for the purpose of strengthening development in science and technology
capability. The Science and Technology Development Board (STDB), a specific
agency responsible for the fund allocation, in cooperation with the foreign
experts has launched various projects to investigate status and fundamental
structures of science and technology in Thailand. The program on the Standards,
Testing and Quality Control (STQC) has been carried out due to the fact that
metrology is one indispensable structure in science which should be enforced and
established as a national agency for serving the rapidly growing of industrial
development of the country.
Later, STDB, in cooperation with various organizations concerned, had organized
several seminars on metrology topic. This indicates a remarkable progress in the
encouragement of metrology initiated by the government sector. It also leads to
a task force comprised of personnels in this field, lighting up and idea of
establishing an association for the purpose of exchanging and sharing of
knowledge in metrology. The Metrology Society of Thailand (MST) has been
therefore initiated after many rounds of discussion on objectives and
regulations which had been finalized and settled. Then the information of the
establishment has been disseminated to public in order to make a campaign for
membership application.
The Metrology Society of Thailand finally, has been established on Saturday 23rd
of February, 1991. Up to now, there are extensively increasing in number of
members of the Society. The MST has also contributed to the establishment of the
National Institute of Metrology, in which the National Metrology System
Development Act has been on the process of approval from the Government via the
Ministry of Science, Technology and Environment of National Metrology System
Development Act since 1995 which has been approved by the Thai Parliament in
September 12, 1997 through the Ministry of Science, Technology and Environment.
The Act is announced and becomes effective on November 11, 1997 |
